Exclamation Fail Smog Test after OBDII Reset

I just returned from a 3rd party smog inspection station after failing a smog test with my STOCK '00 2.5 RS. Before dropping the car off I reset the ECU to turn off the pesky CEL that comes off and on (checked out as a 0420). I noticed it usually turns on while cruising the freeway... Anyway that's another issue.. I was shocked when I returned to find that I failed the test.. and not because of the 0420 code. The tech said I automatically failed because "the computer could not complete the monitor tests" He said there are several of these smog "monitor" tests built into the OBDII system, and since my car couldn't complete them, I failed... I guess it's related to me resetiing the ecu 1 mile away from the service station. Anyone have this problem before? Anyone know what I need to do to complete these tests? Tech said if I come back in a week it should work.. I don't have that much time!!!!
