Default 2006 wrx green wire behind fuses

Behind the fuses inside there's a green male and female connect not plugged in not sure if it just broke loose or if it is supposed to be connected. Any help is appreciated thanks

These are the connectors to put the car in the test mode. You connect them together to flash your ECU. They are normally left disconnected.

Default Used for Access Port

If you ever get an access port you will have to connect the green wires to run a new map on the car for stage 1 or stage 2

The other maps are loaded through some kind of magic procedure done by your tuner. Don't ask me how, I'm not a tuner.
