The seller's name is Mathew Ball. May own BR Motorsports in Atlanta.
After doing some more research he apparently has a history of this behavior under different names. Here is a run down of his professional life (provided its not all made up). The summary is highly amusing, "Results Oriented, hands on construction and development professional with 12 years of expertise in all facets of the industry. Verifiable track record of successful completion of multi-million dollar projects through coordinating trades, developing partnerships, and positive rapport with architects, engineers, local officials, vendors, and clients all while maintaining cost and standards. Well versed in contract negotiation, project estimation, document preparation, building code and regulations, material purchasing, and site management." I run a legitimate business and I will devote whatever resources are necessary to making sure this doesn't happen to anyone else. |

Eventually got the refund to stick after police contacted him directly. Case closed.
