Impreza GC8 Reflash Question

Dose any one reflash a 2000 RS N/A Engine ECU
I have minor mods but the mods i have (borlas mainly) are causing a CEL that will not go away so i was wondering if any one knows of some one that would or couldreflash my ECU for my mods and get rid of the CEL
Do reflashes even work that way or am i missunderstanding them

It's long and meandering, but skip around for all the juicy bits. Cliff notes:

1) The 0420 CEL fix is still IP, someone is on the 2nd/3rd round of testing it now
2) There are a couple versions available: I-speed rs reflash page
