Nothing from Europe/US/AU yet for the 3rd gen Legacy so you'll have to go with a Japanese spring set, note also most of these spring sets are designed for the wagon so on a sedan it'll be somewhat stiffer/higher than designed. How much do you want to lower it? or, why do you want to lower it?

I'd probably look at the STi or Cusco (easy to order in the US) or http://www.kgm.co.jp (have sedan specific sets from slightly lower to slammed/rock hard, see TRituning for help on these). They're all pretty pricey though.

OTW run down to Kinokuniya in Japantown and browse thru the Hyperrev for the Legacy to get an idea of what else is out there.

Did you look at H&R springs? I think they lower the 2K Legacy 1.5" front and 1.3" rear.
I've heard that they even work OK with stock struts.

Check SPO Motorsports or ISR.
