2002 WRX – is changing to 21mm front and 22mm rear sway bars worth it?
From searching it appears that my stock 2002 WRX already has 20mm front and rear sway bars so would changing to a 21 mm front and a 22mm rear make much of a difference?

Yes, you will notice a difference. Another suggestion is to upgrade your endlinks if you upgrade your sway bars as well. Most sway bars like the Cusco rear sway bars are 3-position adjustable to allow precise tuning of the handling balance.

what he said^^ solid endlinks help the RSB react faster. Once you take out the stock plastic endlinks and compare them to solid ones like helix, kartboy, perrin etc. you will notice how well, crappy the stock ones are. Im running a perrin RSB with endlinks and its a very nice improvement over stock. Best cheap suspension upgrade you can do. But if you still have the stock tires, id suggest spending that money on some new ones because that is the biggest improvement in handling period.
