Default Intake/Exhaust w/o EM or tuning...bad idea?

Is putting a cold air intake and turboback exhaust a bad idea without tuning or mapping? I've seen discussions on here about whether tuning is a good idea or not but what affects will Intake and Exhaust have without tuning...good and bad?

exhaust will be fine on your car ( 02-03 )

Intake is ALWAYS bad on the wrx, without a tune for it... Throw on your exhaust, but stick with the stock airbox until you can get a custom tune

Do you think HKS uppipe/downpipe along with Borla Hush Cat-back would be a good exhaust...i want to keep it fairly quiet.

The hush is a nice catback, but the HKS downpipe sucks...

OK well i basically want a Borla hush catback and a downpipe and uppipe...what would you suggest? Also id like to keep it under a grand.
