Default where is the AT oil filter for 98 Legacy Outback located?

Hello,

Just like to know where is the AT oil filter for 98 Legacy Outback located?

Is that same as the one on the 02 Outback H-6 that inside the fender wall?

Or it located at somewhere else?

The spin-on AT filter didn't start until '99.

On the H4's (from '99 on), the filter is on the driver's side of the AT towards the front.

Yes, the '98 doesn't have one. I can't tell you whether or not it needs one. The transmission was redesigned in '99 and the spin-on filter was added then.
