Default MAP Sensor Voltage Readings

I have an 07 STI that starting throwing a p0108 (MAP high voltage) and idling rough with stumbles under load. These codes come right back after clearing and turning IGN on, but engine off.

Tested the signal and power wires on the MAP and got this:

IGN on, engine off:
Signal: 2.28v
Power: 4.8v

Engine idle:
Signal: 1.6v
Power: 5v

With the engine off, is a reading of 2.28v on the signal correct or an indicator of a bad sensor?

UPDATE: I was able to find a thread where it stated a value of 1.7-2.4v on the signal with engine off was good. Time to test for leaks.
