Default Passing the NEW required OBDII Emissions test in PA Questions and Answers!!

We are now having an OBD2 scan instead of the sniffer test. Here are some questions and findings that I have found and need answered. Please post more info if you have it. Or even better if you have gotten the new test done already.

Question #1

Will altering the ECU's reading by adding a cel fix into the rear o2 sensor and a cel fix for the egt sensor fail the OBDII test?

Here is what I found.

There have been discussions mentioning that some of the fixes may prevent the OBDII readiness tests from being completed. This would cause you to fail an OBDII scan test.

From what I have herd is that you can have two codes that fail the readiness test and still pass. That's when the ecu checks the sensors and the sensor has not went through is check with the ecu. Resetting the ecu or clearing codes before the test would result in a ton of failed readiness codes and you will fail. You should drive about a week after resetting or clearing codes.



I dont see how it would fail an obdII scan. The upipe fix and the rear o2 fix makes the sensor read a value in the range that the ecu is looking for. When they do the obdII scan it will show up as one solid value all the time. I would imagine that the scan would show the same thing that obd 2 software does. It shows readings for all the sensors. When you look at the readings they will all be going up and down slightly for example rpm's will bounce from 700 to 725 to 695 and so on. The reading for the egt sensor and the rear o2 sensor will read the same. It will show up as value within the range that the ecu is looking for so I dont see how this would fail. I have data logged both sensors and on a graph they do give readings but it is a flat line with 0 changing values.

Question #2

Will a reflash from Vishnu/Cobb ect.. have any effect on the test such as readiness codes being triggered due to the tuner not using them or altering them in the tune?

I have found nothing on this subjust yet.

Question #3

Since they are not doing a sniffer and only testing through OBDII does this mean we can run huge injectors and not have to worry about emissions?

So does this mean no CATS have to be on the car?

I want a turbo back exhaust on my rex, but I don't want to run ANY cats at all.

That means that you can run no cats if you have a pipe that looks like it is a cat but hollowed out.

Search on the board... the performance difference between no cats and a high flow cat is REALLY small, it's not worth it to run with no emissions equipment...

I want to stay on topic here but if you are running a bigger turbo + you will have nice gains from running catless. Back on topic.

somewhat on topic: I ran up to PA this weekend to get inspected before the changes go into effect, and was amused to see that pre 1996 cars (with no OBD-II capibilities) have to pass a "Visual anti-tampering test" - haha, that's the one I wouldn't pass!

As far as the cobb/vishnu reflash - on Cobb's website, they say

anyway, if they can fool the dealership into thinking nothing is amiss, I'd imagine that the emissions scanner isn't going to be functionally much different, and should hopefully read a-okay across the board. But I guess we won't be totally reassured till someone actually goes through it and reports back

Nothing should chang for obd1. You will still have to take the sniffer test.

now that this thread is 8 months old, any new updates?? are people passing? i'm due in next month i'm taking care of the mechanical o2 (sparkplug antifoulers) and 2.2k resistor on the uppipe today.

I just put in the mechanical O2 fix 3 days ago after getting a couple of cat efficiency CELs (Stom. dp with third cat still in place). Out of curiousity I reset the codes and kept using my scanner to see when the readiness codes reset. I found that the individual codes took anywhere from 1 1/2 days to 1 1/2 weeks to reset (with O2 sensor readiness code taking the longest).

i'm also interested to know if i'll have to change my 2.2k and MIL resistor mods on my car (which is catless) or whether i have to make some changes before going in for emissions. if anyone has any more info or experience with this please let me know.

I went in a month ago, passed no problems. I have stock uppipe, catless dp, stock 3rd cat, ghetto-fabulous catback and Cobb reflash. the reflash widens the 02 parameters enough that I don't get a CEL. They plugged in the car to the OBD-II, got a good-to-go signal and slapped on the pass sticker. The car was up on the lift and everything for the full state inspection, and they didn't bat an eye at the obviously tampered with exhaust. This was a Midas/Monro/somethingoranother. YMMV.

Wrinkleboi - as long as you don't have any CELs and have your fixes in place, you can pass the emissions test whether you have cats or not. So yes, a completely catless car can now pass PA emissions OBD-II tests.

Partially wrong there. They still "have" to do a visual check.

Actually, that's incorrect - the visual check goes on a county by county region - if your county had a visual check before the implementation of the OBD-II standards, then yes, you need a visual. But since most of PA hasn't required ANY type of testing up until now, there is no state mandated "anti-tampering" check for cars that qualify for the OBD-II test - strictly a gas cap and an OBD-II test.

I just had mine checked and I am running a catless DP and the stock STI catback. At first I had failed because my battery had died while I as out of the country and I tried to have it tested within a few days, the OBD-II scanner ready my ECU as not ready and I had to come back after driving it around for a few days, but once I went back a few days later I passed in about 5min.

I think the whole concept is absurd. In NH, we had basic inspections.

But here, they see fit to charge people a stupid amount of money on cars that run cleaner than the old ones.

Seriously: put 25 new cars next to one '70s clunker, and I guarantee the clunker has more emissions, than the 25 new cars put together. Yet the old cars have no penalty.

I live right by the borough line on 851, heading to Railroad.. Holy crap your STI is putting some power down..

To me, this emissions testing is nothing more than a stealth tax. Everything in PA was fine until some arsehat group sued the Commonwealth - I just made an appointment to get my girlfriend's 2003 Tiburon inspected, emissions tested, and oil change - the tab? $90.. That's ridiculous. A brand new car doesn't require a yearly $30 emissions test, or, for that matter, a yearly $20 safety inspection. It really makes me not so happy, to say the least..
