Default Is this what happens when wireless network is swamped?

Sacramento hotel wireless, pinging one server in NYC:

7am....100ms
10am...150ms
12pm....200ms
etc so forth
6pm...500ms
8pm....700ms
10pm....1000ms

It happens this way EVERY single day. In the morning its great, by 10pm or so the latency = that of satellite. Signal strength stays about the same, but ping AND throughput just turn to hell.

Crap wireless network, or total saturation of the pipe feeding the wireless?

Thats what I thought. People gone in the morning, slowly come back thru the day...by night everyone is here and trying to use teh interwebs. Thats my theory anyways.
