Exclamation "C" brace bolts missing

I just installed my Perrin front sway bar. For everyone who has done this, you know you have to take off the "C" brace. Well, two bolts on the "C"brace wouldn't go back in. They are the two fattest blots that go in the holes with the plastic coverings. I was wondering what these blots do, because they don't appear to hold the "C" brace in place, and is it safe to drive that car without these blots in place?

Loosen the other bolts holding the subframe.....insert one of the ones that won't 'go back in'.....get it threaded....do the same for the other one......tighten all of them....done.

Like Uncle said. You should always get all bolts started before tightening any.
