Use what? If you mean a bug and tar remover, personally I would say after. However, if Im using a spray /aerosol, I will sometimes apply to the affected areas prior to washing to make removal easier.

Mr. clean magic eraser and regular old car wash soap!!! works like a charm!

Mr clean magic eraser destroys your clear coat and leaves no shine in your paint. DO NOT USE MAGIC ERASERS ON PAINT.... Get a bug scrubber as suggested above and use car wash soap. If bugs sit too long on your paint, their "juices" eat away at your clear coat and need to be removed ASAP. There are products out there made especially to aid in removal of bugs. Please, NO MAGIC ERASER!!!!

Ive been doing it for about 8 years now. Doesnt scratch, doesn't damage the paint at all and is very effective at removing the bugs, just make sure to wash it again after using it cause it will leave a reside. I also like to hit the bumper up with quick detailer or wax after drying cause that sheet likely removes the previous wax.
