Default Stumbling 2.5 dohc engine/99 outback

Hi all, i know this is a legacy forum, but the engine is identical. I'm posting to get some ideas on what could be wrong. Working on a friend's 99 outback with the 2.5 dohc engine and it has a stumble in it when reved.
It feels like the engine is just sort of shaking like something is missing consistantly.
I just got done doing the timing belt job, so i know the crankshaft to camshaft timing is on. The plugs are new and properly gapped as well as the wires. New fuel filter, air filter and pcv valve. All oem parts.
I'm thinking maybe the ignition coil pack on top of the intake is bad. He previously tried to install a set of plugs himself, but smashed the electrode down to about five thousandths gap. Would doing this cause the pack to go bad?
Any ideas are welcome.

it has new plugs now i assume? try different wires first, cheaper thana new coil pack, and if the car just had a timing belt done then the wires are what, 105k miles old? could also be a dirty injector.

I was having the same issues and i was sure it was my plugs/coil pack/wires.. after pulling my motor to redo my headgaskets we noticed that my plugs were kinda loose. its hard to get them tight with the amount of clearance our cars get between the framerails.

I switched to NGK V-powers and made sure the gap was correct then made sure they were tight. put everything back together and i dont have the hesitation anymore. but i think its time to ditch the stock 1998 plugwires.

Possibly a vacuum leak?

possible, but i'd look at ignition areas first. could just be a bad or loose ground.

The plugs and wires are brand new subaru oem parts. Plugs are gapped properly and in there tight. I was thinking a possible ignition problem too, but i don't know. I spoke with another guy in the area and his car is doing the exact same thing. He's been checking into it for the last couple of months and hasn't come up with an answer just yet.
Maybe i'll try cleaning all the engine bay grounds and see where that gets me.

subarus are not always known for their fantastic engien grounds, once they start to dirty up, funny things start happening. clean-up as many of them that you find, use a little dielectric grease on them. that may solve it. when i pulled my motor out to do the head gaskets i forgot to re-attach 1 ground on the intake manifold and the thing wouldn't even start.
