Default Hybrid build not reaching or holding target boost.

Ok. My situation: 2.0 liter went in my 02 so after tons of research went with the hybrid

I had a professional mechanic do the build as I had not the time nor the ability.

The build is done and the car sounds and seems to run great (obviously not pushing the motor hard).

I have an access port but did not flash it before the test drive to avoid having issues blamed on the map

The test drive comes and getting on it about half throttle boost seems late to come and builds to about 7psi then immediately dumps back to vacuum. Vacuum holds well -25psi at idle.

My mechanic and all his employees cannot find a solution to the problem. So my solution is taking it to the dealer. (I wish they would have been willing to do the swap)

Please help me think of things it could be.

Things I know it's not
I know the restrictor pill is in place
I don't think there is a boost leak as the vacuum holds so well
The TD04 is in great shape with zero shaft play at time of swap (about 20 miles ago)

so since u didnt use the ap, is the car running on a "stock" tune?

yes the car was running the stock tune.

The problem was actually solved today with the help of Ryan at superupair. Over the phone he helped me narrow the problem down.

First pinched off wastegate line and the turbo built boost very quickly. So I tested the solenoid. By using the battery to open and close the solenoid then blowing through it when open. The solenoid worked perfectly.

Ryan was a bit confused saying it must then be an electrical error. So I reassembled the wasted gate. The car then built boost perfectly I was completely shocked.

Talking to Ryan later we can only assume the connection was bad or the solenoid was stuck partially open and needed to be cycled.

So much thanks go to Ryan at superupair in boulder Colorado for taking the time to help me diagnose the issue over the phone none-the-less.

For future reference anybody with a similar situation might want to take the ten minutes it took to test this issue.

sounds like you got out of your position by reseting the ecu

as kyrmz134 was alluding to, i think you need a tune

I don't think that resetting the ecu was the solution but maybe it was Im no professional. I am no doubt going to get a tune unfortunately I am a 7hr drive from the nearest awd dyno. But first I am going to break in the new motor with a detuned map and mechanically limited boost. So what are some of the numbers people are seeing with these hybrid motors? I've only seen the super built ones mine is close to stock. except cat-less exhaust running stock turbo.
