Default A/C Compressor disabled in cold climates?

I was messin around this morning and noticed when I went to the defrost position the A/C light did not illuminate nor did the cooling fans come on or did that normal slight engine surge occur when the compressor kicks on.... curious I switched to floor and vents then pressed the A/C button, the light illuminated but still... compressor didn't come on, is this normal behavior? it's about ~12 degrees F in my area, was in my garage at the time so that's around ~30 prolly.... never owned a car that disabled the AC compressor when the IATs were really slow, so i'm kinda like hmm
