Default A/C compressor fails to kick in with HOT weather

2000 Impreza L wagon 2.2L

A/C blows chiller air like a champ when the weather is below about 90 degrees F. Compressor engages/disengages normally while driving.

However, when the weather gets much warmer (HOT, when you REALLY need the A/C), the A/C will come on initially and cool for a few minutes, then the compressor will simply never re-engage again. (I verified this...opened the hood while blowing hot air with A/C switch on; compressor is not turning.)

Any ideas?
