Default Fuel Pump Pressure swaping na to turbo?

I read that the na fuel pump gets a constant voltage...
and the turbo fuel pump gets a raised voltage to "up" the fuel pressure...
so do you change the na pump voltage during a swap?

What i dont understand...there is a fuel pressure regulator in both na and turbo fuel rails....why does the turbo model have regulated voltage going to the fuel pump? The regulator itself is what adjusts the fuel pressure so why does fuel pump voltage being raised do anything in the turbo model? If boost is going to the regulator, the regulator should raise the fuel pressure all by itself!

the older 89-00 turbos also have constant voltage
but yes if you were to swap in a say a 03 usdm wrx you would need the fuel pump controller

so a 99 jdm ej20 would have a constant voltage, right?
or does that only apply to US turbo models?
