Default What's the law like on your part of town?

Just like the title states... I'm not promotting anything. I was just bored out of my A$$ and thought this would be a good topic to talk about.

Let me start... I'm from Puerto Rico...

Speeding

Let's say I get caught doing 85 mph on a 55 mph zone. Here's what happens... First of all, ask the officer to show you the meter. Whether I was going at that speed or not, checking it can be useful. Most officers claim to have caught you at a certain speed. I could say that 80% of the times that happens, the officer just used the last speed captured from a previous speeder, and he will continue to use it until someone tells him (or her) to reset the meter after you've seen what he's pulling you for. You'll notice this a lot when an officer pulls to the side of the road, starts handing out speeding tickets to everyone that passes by, and he's nowhere near the patrol car to operate the meter.

So, 85 on a 55 mph zone... Here's how the ticket works: You get a $50 fine for going over the speed limit, plus $5 for every single mile you went over. This means $50 +$5 x 30 miles, the ticket ends up being $200. You won't get a citation, but if you don't agree with the fine, you have 30 days to file a complaint. When you go to court, most of the times the officer doesn't show because the time spent in court is not paid, whether they're on duty or not. When this happens, the ticket gets archived and you won't have to pay for it. If the officer does show, and you know he was right, you'll probably end up feeling like a dumbass.

Now, let's say you're doing 105 mph... Here you get a $500 fine, no citation, and if you file the complaint, pray for the officer not to show...

Illegal Street Racing

Here, they call it "Performance Measuring"...

This is a tricky one. If you get caught street racing, you'll get a $3000 fine plus a citation. Your license will be revoked for 6 months (the first time and after the citation, indefinately the second time). Now, here's the tricky part... For the officer to claim "Street Racing", at least 2 cars have to get caught, otherwise you can prove in court that you were just speeding, and the officer needs to mention the speed you were caught at.

Another line of defense is explaining how you got caught. From what I've heard from my friends, every time someone got caught, the officer would be far away, or headed in different directions. If the officer claims you were doing over 90 mph in this situation, then he needs to explain to the judge how fast He was going so that he could catch up to you. This is where some of the cases fail.

The other situation... If there's no other vehicle caught, or any info on it, then all that applies is a speeding ticket, and the "Street Racing" charges are dropped. Still, you'll have to pay that fine.

If you're not street racing, but you're near some place it's happening, the officer will inspect your vehicle thoroughly. You'll probably end up with fines in the $300-$500 range just for being there. And, since they already have your info, some ridiculous phantom tickets might pop up when you go to renew your license, i.e. "using slick tires on pavement"...

HID and Fog Lamps

Here, there's no specific law for HID systems. When an officer pulls you over because of this, the ticket he can write you for is "Using High Beams". For cars with projector headlights (no matter if they are true HID or halogen), you always get separate high and low beams. So, you can prove in court that you were not using the high beams, present some pictures of your headlight and demonstrate. If you don't have projector headlights, you're screwed.

Another way you can prove NOT having the high beams on is if your car has factory Fog Lamps. Be sure that, if you're in this group, you'll get a ticket for the HID's and another one for the Fog Lamps, but that's where the ticket falls apart. If you have factory Fog Lamps, you know that when you turn on your high beams, the Fog Lamps go off, which is a good line of defense when you're in court. But, the law regarding Fog Lamps states that:
1- You cannot add the Fog Lamps, they have to be factory installed
2- If they're on, they have to be aiming to the floor (hence the factory installation)
3- They cannot be used alone, low beams must be on.

So, by these 3 points, the case falls apart quickly, for both tickets. That is if your car is equipped with factory Fog Lamps.

In other cases, if you have blue or pink HID systems, you're screwed as well because the law also states that light can't be colored. So here, you have to keep it under the 8000K HID range.

Exhaust Systems

This is the funny one... Make sure that it is made for your vehicle, and that the brand is your vehicle's brand (as TRD is for Toyota). Otherwise, here's what happens:

You'll get pulled over for the noise. The ticket goes as follows: "Altered Exhaust System".

Now the funny part...

The way officers test this on your vehicle: If their boot tips fit the inside of your muffler tip, then you have an "Altered Exhaust System"... Yep, this does mean that you'll even get a ticket for those $10 exhaust tips from AutoZone, and it'll be a pain in the A$$ proving it's just that. Again, just pray for the officer not to show in court...

Lane Changing

This will be 3 tickets combined:
- Improper Lane Change
- Improper distance between vehicles when changing lanes
- Not using turn signal when changing lanes

And if he has a speed recorded in the meter, a fourth one:
- Doing XXmph in a XXmph zone

You'll end up with close to $400 in fines.

Now, let me hear yours...

Having been to Puerto Rico I can tell you that its VERY different from the mainland, and as much as its technically part of the US, anyone who lives in the US and has been to PR, can tell you, its a different country.

I liked it actually. Pretty neat place.

Apparently it's also the general rule to bump people's cars through 4 way intersections. I learned really quickly and thankfully not in a good car that stopping at stop signs is a no-no, and will be proceeded with horns blaring and bumper cars ensuing.

NZ: **** it up and worst case scenario, you car gets a nice big pink sticker on your car and a fine of $200! It's big and pink for a reason. Because it means that your car isn't safe to be on the road and if a cop sees you driving your car with it on, expect to get pulled over and further pain. They might even decide to impound your car. It is also illegal remove, or to attempt to remove it. To have it removed properly, you have to go to an authorised testing station and have your car go through a zillion point safety inspection, and if they find anything else wrong with it, you have to fix that **** too before that sticker comes off.

They dont bother us at all in upstate ny for loud exhaust. unless you're doing something dumb, in which case it just gets tacked on to whatever you were doing.

The cops here in Vegas have MUCH bigger things to worry about than modded cars...besides, everybody here drives 10mph below the speed limit anyways. When you do see a race, it's usually a one sided race between some punk in his Autozone special Civic and an unsuspecting tourist driving his rented Hertz Corvette.

I had a sitdown with a Jersey cop when I got arrested (not for a moving violation) and he told me cops don't pull people over on the parkway unless you break 80mph. That is why I go 78 and have never had a problem!

i've been told its about the same on all the highways around chicago. i hit 78 and cruise control too and have yet to have encounter.

Where is this? Here, wreckless driving is simply called "racing". Why? The fine for racing is more expensive and more record damaging than "wreckless driving". What they do is plague you with fines:
  • Racing
  • Improper Lane Changing
  • Lane Changing Without Signaling
  • Lane Changing without keeping distance
  • Speeding (they'll say you were over 100 mph to give you the highest speeding fine)
After writing these fines, they'll start going around your car. You'll get fines for (even if they are not true, or not proven):
  • High Beams (even if they're off)
  • Fog lights (whether you have them or not)
  • Window tint (the law here states a minimum of 35%, but you'll get one even if you're over that)
  • Altered Suspension (whether you have lowering springs or not)
  • Altered Exhaust (remember the boot test...)
  • Using "Slick Tires" on public roads
The problem with this last set of fines is that you won't get them in person. You won't even know the officer wrote them until 6 months after he wrote them. Why? The system here takes about 6 months to show the fines you get, and you can renew your license every 6 years. So, if you don't bother to check within those 6 years, you'll find yourself a surprise once you get to license renewal. Another bad thing is that, you can file a claim for each fine you don't agree with, but if you never saw the fines, and they showed up six months later, then there's nothing you can do but pay.

So, last night I got caught speeding (I needed to use the bathroom, and fast) doing 81 mph on a 50 mph zone (31 mph over... or so the officer says). It was about 11pm and the road was pretty clear. I had seen the the cop car headlights, but it was so dark, I just thought it couldn't be, so I kept on going. When he caught up to me, he asked if I wanted to race. I was alone, no other cars around, so I'm guessing he asked that because he couldn't keep up with me until I got to a stop light.

A question... I know it's illegal in most states, but not here in PR... Can anyone recommend a good brand for a radar detector? I had a Whistler on my previous car, and it worked great for around 6 years, but I left it when I sold the car because the power supply was hard wired to it.

I was doing fine these past couple of months without it, but I realized last night that it has been 6 years since I got a speeding ticket, so there might a reason for that. I had taken some fines before, but never for speeding because of my radar detector, and since the fines here are a bit ridiculous ($205 for last night), I've decided to spend the money again on something that I know will save me hundreds.

So, what can you guys recommend, apart from me to stop speeding?

Id get an Escort or a Valentine, these are the two best radar detector brands out. Be prepared to spend at least $300 on one tho.

I have a V1 (Valentine 1) and have had it for a couple years now. Keep in mind, they are not cop detectors, they are radar detectors. These will increase your chances of making the presence of a cop that is using radar known and nothing more. It is up to you to drive sensibly.

I have used both the V1 and Escort and prefer the V1 just because of the arrows.
