Default Progress Rear Sway bar in '04 WRX

I figured I would save myself some time when installing my rear sway bar this evening and not use the heavy duty mounts and just use the stock mounts. To my surprise, the stock mounts will not line up with the Progress bar on the 2004 wrx. I can't say what its like on the 02's and 03's, but the fuel filler line blocks one of the last bolts on the rear sway bar mounts.

Has anyone installed the Progress rear sway bar on the 2004 and have or have not used the heavy duty mounts?

or better yet, how the hell do you move the fuel filler line enough to get to that last bolt?!!
