Seems to greatly increase the output and is free! I don't have any experience with it, since I don't even have fogs yet, but it looks like it'll do exactly what you are looking for! Brighter output.

Not sure the specific cost as I had one price for the bumper and fenders as a deal.

I'm getting the same impression as well, but I emailed Cobb to get an accurate response. If that's the case, maybe i'll get the V3 just because of the trade-in deal, otherwise I wouldn't bother since it would cost so much.

Just got a reply from Cobb...

"We are not requiring any proof of purchase for the V3 trade in program. The process you described of buying a new V3, then un-marrying and sending your V2 to us is correct!"

Added a red billet aluminum battery tie down I got off ebay. Made in the USA though, and only $35 shipped. I wanted a red battery tie down from perrin or cobb, but they don't seem to offer it.
