Default 05 legacy gt code 2088 after rebuild

Hey guys, I need some help on figuring out a check engine light in a 05 legacy gt. Car has a fully rebuilt engine. Starts and runs good. Check engine light pops on after 90
Seconds or so , for code p2088 ( intake cam actuator circuit low bank 1)
So I figured it related to the ocv , or plug.
This is what I have done to correct this code.
- changed both oil control valves
- checked timing
- cleaned and greased tgv and ocv plugs
I'm going to drop the oil and refill to see if my oil is contaminated, and after that I'm going to start testing electrical connections( trying to find the values )

If you have any Info on this code ( mysteriously not a lot of info on it)

Yep avcs filters have been removed. Also I confirmed oil flow at both ocv's and turbo.
I measured the resistance between the ecu pin out, and the bank 1 ocv , and it read open. I'm pretty much convinced its electrical related.

Then the problem lies in the harness or bad ECU....
Did you see if the ECU is sending the signal to the pin out by checking for voltage with positive lead on the pin out and finding a known good ground? I dont have the FSM handy so I dont know what it should be, but there should be SOMETHING there
