Default Emissions Test: OBD Scanner Fails to access ECU

O.K. I just went to get my emissions tested and they told me my car failed the test because they can not get the scanner to access my car...... So Uhm any help on what i need to fix? I'm thinking of going to an auto parts store and having them access the car and see if it is their inability to hook up tot he car.

They told me something like Cigarette lighter fuse, but my mirrors work so I'm Lost...

Can't go it decided to rain before i could make the journey.

Basically they hooked up the PC but the computer failed to make a connection. They told me its usually a blown fuse but all visually look good. So I'm at a loss. The car runs fine and I've never had a cell ever.

I just got back from Parts store. Their OBD scanner had no trouble pulling information from my computer. My best guess is that the guy didn't turn the power on. I did the same and nothing worked.
