Default 2004 outback DBW question

Hey there, got a question for anyone who has played with the DBW tables in the earlier versions of the system. I have done some editing of these tables in 2005-2006 legacy GT's and imprezas but this one looks odd.

I pulled a Rom from my 2004 outback to try and do the same tweaks just because I really don't like the way the pedal reacts. After finding the definitions for the Rom(which was pretty time consuming) I pulled up these values:

The values on the pedal % angle are crazy numbers? nothing like I have seen in other DBW roms before. So if anyone has any info it would be greatly appreciated. Figured I would see what people think before I go changing values.

The scalars are either wrong or the whole table is.

I'll have to find the stock Rom for the same ecu ID and try to compare them I guess. definitely not going to mess with these tables until I figure out what its actually changing
