Default building boost slowly + overboosting!! (logs)

2001 jdm ej205 w/ avcs (deactivated)
catless 3inch downpipe
cone filter
Boost gauge
*TUNED*

my car has been having boost issues for months now. It builds boost very slowly, not reaching positive manifold pressure until 2000 rpm and then overboosting reaching max boost (16-18 psi) around 5000-6000 rpm?? the highest ive hit was 20 PSI!
(read from the boost gauge and romraider)

I checked the serial number on my turbo and its a stock TD04L which i didnt even know can generate 18+ pounds of boost. My actuator arm on the wastegate is not seized and the turbo restrictor pill is still in the turbo vacuum line.

I didnt do a vacuum or boost leak test but a auditory and visual check of the vacuum lines and stuff looked ok. Its kind of acting like I have a massive turbo installed which is confusing me alot.
