What are the WRC engine restrictions? Liters? Cylinders?

I believe that FIA mandates that your car cann't have larger displacement then 2.0

The biggies are 2.0 litre 4 cylinder engine and a the turbo MUST have a 34mm restricter. The rest are stupidly minor, like the water pump impeller must be like plastic or something.

I'm not fully clued up on the technical regulations on these cars like I used to be.

The only I know is 2 liters. 300hp max. and must use the factory configuration.

I don't think they are restricted to 300 by the FIA. The FIA do TRY to keep them around 300 though.

Torque however, is a different story.

Factory configuration is not true. The Citroen, Focus and 307 don't come in AWD. Ford have said the Focus would have to be modified heavily to accomodate it, therefore cost far too much money to do a production version. The Focus does come with a turbo in the form of the RS though.
Mitsi and Subaru are different because their road cars are essentially street legal rally cars when they roll off the production line.

Only just recently with the new design Focus. The previous one would've been a right **** to do apparently.

They had a one-off year w/ an RS w/ 250 HP AWD from a 2.3L turbo. That was the previous generation car. They haven't come out w/ a new version. I don't know why Ford refuses to bring those cars to the states. Morons.

I want to say 34mm intake restrictor. I don't know where I am getting that idea from, but it would be easy enough to look up, but I do know there is a restrictor.
