Default What size drill bits should I use?

Hey guys, I'm in the middle of installing my V-Limited Lip and I had a quick question ..

In the manual that came with the lip, they suggested that I use 3mm, 5mm, 9.5mm drill bits. Unfortunately, I don't have any metric drill bits. I have some standard drill bits but I'm not sure which to use. I have a Drill Size Conversion Table and was wondering if I should pick the closest undersized drill and just drill and move in circles to create more diameter.

The hardware that came with the lip were just a small pop rivet, washers, screws, and a fastner that is made for the screw? If you didn't understand the last item, it's basically for the hole that I drill to insert and then insert the screw and washer into the fastener.

5mm ~= #9

9.5mm~= 3/8"
