Default No hood scoop

would it be safe to run an a/a intercooler without a scoop for a month or two before i upgrade my hood? i'd be using a stock WRX TD04 on 5 psi

I wonder if it will actually fit without the clearance from the scoop?
You could remove the rubber gasket at the front edge of the hood to increase air flow but that may not help enough.
It seems enough people have enough problems with getting the initial set up right without adding to your potential issues.

Don't bother, your intake temps will be so high you wouldn't be able to run 2lbs of boost.

You could just cut a hole in the flat hood for now, Just make a U shaped cut and bend the metal up to force air in the IC.
