Default Baja to Norway

I'm considering to import some Baja's to Norway from USA. The problem is the stupid rules we have here consering the registration taxes. The cars are divided into different categories with different taxes. For example, if I import a 2003 Baja as a normal passenger car, I have to pay 61760 US$ only in taxes (the price of the car is not included!) . BUT, if the car fits in the "Class 2 goods vehicles", then the tax is "only" 5441 US$

My question is then (finally!):
Is it possible to fit this car to the "Class 2 goods vehicles"?? The exact rules for this class is reproduced here:

"A motor vehicle that is technically defined as N1 with an open truck body (a pick-up) shall be deemed to be a Class 2 goods vehicle if the length of the goods compartment is at least 1 metre and, in addition, is at least 50 per cent of the length inside the vehicle from the inside front edge of the front window to the rearmost limit of the goods compartment/truck body. The length shall be measured from a vertical plane placed perpendicular to the longitudinal axis of the vehicle through the rearmost point of the protective partition halfway up the partition, regardless of the shape and position of the partition. The distance shall be measured horizontally from this plane to the inner edge of the rear door or rear wall. It shall not be measured to/from any windows or recesses in the protective partition or rear door."

In addition it can only have two seats, so the backseats must be removed. Its not easy to interpret these rules, but I hope some of you can help me to figure this out since we do not have any Baja here in Norway.

I would guess that the Baja is a class 2. 1 meter bed length.

This part is close. It sounds like the bed has to equal the size the of the passenger compartment or larger. But, if you have to remove the rear seats its defeating the purpose of the Baja. $5000+ is a lot of money for a tax. Even over here, where they're made, there isn't a real good bargin on the price tag. Do you have buyers already?

Yes, it's too bad I have to remove the back seats , but thats the only way to save tax expenses.Anyway, because of these Norwegian tax rules, cars like this with back seats removed are very popular here in Norway.

Do you think the bed length is 50% or more of the total length of the passanger compartment and the bed (measured as described earlier)? If this is true, then the car fits into the class 2 and we're talking big business!

By the way, I will first figure out if it's possible to import the car before I offer it to buyers.

Just measured it.
The passenger area is approx. 6 feet 6inches(top of dash to rear wall), the bed or cargo area is 3 feet 3 inches(outside rear wall to inside tail gate). So it falls into the passenger car catagory. The cargo area is less than 50% of the passenger and cargo area combined.

The rule does not say the cargo room can't be in- and outside.
When I remove the back seats, the cargo area is extended through the "switch back", I hope. Here is the big question: does the cargo room extend through the switch back according to the rules?

First of all there has to be a protective partition from the cargo floor up to the roof behind the front seats. This is a very easy modification we don't have to worry about. The length of the cargo room shall then be measured from halfway up this partition and horizontally back to the inside of the tail gate.

My question is then: If we measure from the point halfway up the protective partiton (in the middle of the cargo floor and the roof), do the horizontal line go through the "switch back opening" or do the line go through the rear window or headrests?
