Default High RPMs at idle

I need some advice on a couple issues I'm having with my 04 WRX, mainly one issue. Sometimes when my car is at idle, my rpms hit between 2000 and 2500 rpms. This happens every so often out of no where. And at other times at idle, my rpms are normal. What could be causing this and what any suggestions on what i can get done to fix this? The other problem is my A/C. I had the A/C belt changed a couple months ago, but it was winter at the time and i didn't bother to turn on the A/C until yesterday when it was hot. It was blowing hot air when turned it on of the first time. Would the A/C belt being changed affect the A/C not blowing cold air anymore?

I have a Cobb Accessport Stage 2 currently installed.

does the ac start to blow cold air if you leave it running for a long time or does it just never ever send cold air?

I have the same problem with my 04 wrx at stage 2 also sometimes when I go to shift and get off the gas and on the clutch my rpms will jump about 300-400 hundred before falling. Both of these issues happen at the same time for me. Wish I knew what it is.

listen to this man. its easy and free to check. my friend had the same problem and the dealer charged him $500 and replaced the iac and didnt fix it. i loosened the cruise control cable and problem solved.
