Huh? No. That's why there are two different ones. The 04-05 one pictured above (black car) fits the 2004. The 06 one (white car) fits the 2006+.

On the 04-05 lip, you don't have to drill the body of the car, but you have to open up some holes on the lip. It's not hard.

The 06+ requires no drilling.

It's smooth-finish polyurethane. Shine-able? Uh, you could certainly put Armor-All on it.

Okay, I figured I'd better elaborate a little on how the '06 lip attaches. It bolts up, but in addition there's a strip of 3M adhesive to keep everything snug. You can see that here:
