It's pretty obvious that he hasn't sent it. Nor is he even willing to put the effort. IMO, since you have the address, you can file a suit for small claims. Just bring all e-mails and what not. Be sure to get money from him for court fees, plain trip, hotel costs, taking work off, and what not. That would really teach him a lesson. Or you don't have to but then he'll keep scamming people..

by the way this never got resolved.. altho i just recently drove threw utah and remembered about it hahaha... i am up in vancouver for a year, when i dont have a rush maybe ill do some investivation work when i head back home and i can spend a week or 2 in UTAH...
