I drive a 2007 impreza 2.5i stock engine and as of the last few weeks my car tops out at 65 and I can barely climb any hills. I have 117k miles on it. Did the 105k tune up subaru suggests and have replaced the air filter and spark plugs in the last week. Also have cleaned my o2 sensor. A new clutch was installed at 110k and my catalytic converter is good. I can't figure out what's causing my loss of power

For something this drastic you should see a CEL. Any?

check that the wastegate actuator rod is still connected. I've seen it where the clip came off and the wastegate was free to swing open. That wouldn't throw a CEL and the car would feel like it was being driven by a base model Kia engine.

Although it should show a CEL, my guess is it has something to do with the plug replacement. Re-check them.

Where are you located?

all this started before I changed the plugs. I just checked I had a blown fuse going to my speaker system fix that it helped a little but still kind of sluggish. also I turn the AC on I have a slight loss in power. I am in Clark County Washington.

Turning on the AC will result in a slight loss of power.

The blown fuse to your speaker system, is that an aftermarket system? Big stereo amp etc?

I would start with disconnecting the aftermarket amp setup temporarily to see if that is causing a grounding issue of some kind.

Would fuel pump, filter, or injectors throw codes? Check your intake and make sure it's not clogged.

Yeah ive checked intake. Running perfectly. I am gonna get codes checked out soon. My dad knows a guy who can do it. Waiting on him. Sorry about delay on disconnecting amp. Got off work late and was busy. Starting that soon

Disconnected amp. Car could barely idle. Drained battery after a few miles

This would indicate an electrical issue.

I would look at the wiring for the Amp setup as the first spot that may have started to corrode or break down somehow. If not that then check your battery connections and possibly an alternator issue.

Take the car to autozone/advance auto parts if your in the states. They can normally plug the car up to their diagnostics to check your charging system. Def got an electrical issue if your batt drained out.

My first guess was a clogged cat, but if you disconnected the AMP and it caused the battery to die WHILE driving, you might have high PITA factor issues. As Mike mentioned check the connections and get the charging system checked. If you have a voltmeter, check the voltage at the battery while the engine is running. It should be greater than 13v.
