I know there are certain things regarding warranty that can not be answered on NASIOC. However, as a general question, is the paint on the wheels something that is part of a new Subaru's warranty?

I seriously doubt it. They might ask you to contact BBS as it's really not a "Subaru" part.

Are you sure it's flaking as opposed to it being chipped off? I have a few parts on my my BBS wheels that are chipped off (as opposed to flaked off), but I think it's perfectly normal.

Chipped would mean I knocked it with something...which I really doubt I did. Of course, being that they are wheels, it is possible something came up and hit them. I don't remember seing any marks though, just missing paint. I know chipped exterior paint would not be covered, but flaking paint would be...I would imagine it to fall under the same category. As far as it not being a 'subaru' part...that does not matter. The turbo is IHI, the radiator is Calsonic, Denso, NGK, Brembo, KYB...all original parts not made by subaru that are covered under an STi's normal warranty.
