3" exhaust, utec tuning, VF 39 peak boost at 17.5 lbs. What are other good supporting mods can i perform to maximize the VF 39 and assist w/ additional tuning? thinking walbro pump ? injectors? one step colder plugs?

I would do walbro fuel pump and turn up the boost using meth.

I'd put the GM boost solenoid in, some bigger injectors, walbro and re tune the car to 21psi. With the meth you should be able to advance the timing some more and get some huge torque numbers. the fuel pump and injectors are for safety and reliability since you will be maxing out the stock ones.

Are you tuning this or is it a tuner? If it is a tuner, you need to ask him before you listen to ANY advice from ANYONE here.

PE 850's or Helix 860's, both made by Denso, and will be big enough for almost anything else you upgrade to in the future. I am planning on these when I put my Dominator 1 (same ratings as a FP Green.) I will most likely go with the helixes cause they are a bit lower in price.

you don't need injectors with the stock vf-39, especially running the meth

Only injectors you should consider for a stock turbo are the JECS 740 or the 740's from Deatchwerks.
