Question Tsb #01-151-00?

On alldata.com, they are showing a TSB on all 2000+ Subarus, number 01-151-00. The issue date on the TSB is July 2000. The title of the TSB is "Warrany - Mandatory Replacement Fluids". Does anyone have any more information on this TSB? Is it just a TSB explaining what fluids need to be replaced, and when - or is it about mandatory replacement fluids under warranty? I guess I'm mainly just wondering why the word warranty is in the title of the TSB altogether. Thanks for any info.

Hmm...i don't see it in the NHTSA database:

http://www.nhtsa.dot.gov/cars/problems/tsb/Index.cfm

Only bulletins for the 2000 cars are Oxygen Sensor and 4EAT problems.

The TSB exists per the dealer today. Only applys to cars with non-synthetic gear oil in 30 deg and below climates.

The instructions on the bulletin say it's "to be inserted in the ...Policy and Procedure manual" because it has to do with the Dealers submission of Warranty Claims.

"Effective August 1, 2000 the use of Factory Fill Coolant and Automatic Transmission/Power Steering Fluid supplied by Subaru of America (SOA) will be mandatory for all repairs submitted to SOA for reimbursment..."

They are telling the Dealer which fluids to use. There is nothing in this bulletin having to do with climate temp.
