Default Quick ball joint checking clarification (control arm off).

Checking the ball joint with control arm off-
My manual says, "if you can turn ball joint stud with your fingers, replace ball joint."
My interpretation of this is you should not be able to spin the threaded part (the part in the control arm) and that the large part that goes into the steering knuckle can turn.
Am I reading that right or should the ball joint not turn at all with fingers?

You should NOT be able to turn the threaded part with your fingers. You read it correctly.
