Default Electrical demons

Ok, I'm confused. I can't figure out why my overhead lights, radio, cruise and other odd devices won't function. I'm not finding any blown fuses and my haynes manual is a haynes manual. Anyone have any ideas I could try?
I'd like to be able to save my radio stations and charge my cell phone on trips is all. You know, like americans are allowed.

How about more backstory? Have you changed anything with the car recently? any other odd problems? You sure it's not a fuse? There's 2 fuse boxes.

And please give us a specific list of EVERYTHING that doesn't work.

The current list

cigarette lighter
radio (works but retains no memory)
interior overhead lights
cruise control
wiper fluid
flux capacitor

I do know commonly the first three are on the same circuit, the fuse in the car was fine. The cruise and wiper sprayer I haven't checked and the flux capacitor shouldn't actually be on the car.

The rundown is that they didn't function when I got the car, but I didn't know until later. It's my first subaru and I was doing other more important things first (axle, coil pack missfire, plugs, oil change, 20s.) but now I'm trying to make it more comfortable as it were. Is there a good fuse layout around? the one in my haynes manual is terrible.

Yeah, on the back of the fuse panels (one is in the engine bay, one is right by your left foot when you sit in the driver's seat.

My interior fuse panel has no cover, but I still haven't even had time to look.
Currently my ABS is going a little wonky, so hopefully it gets warm soon so I can get some work done on this little guy.
