Default Problem with Idle Air Controller

After turning the car off the idle air controller makes a strange humming/buzzing noise. If I unplug it the noise stops. If I plug it back in while the car is off the noise does not start again. If I put the key to the on position without starting the car, the noise starts again. The fast idle and idle speeds are pretty good. The idle does jump around a bit when in fast idle mode though.

Does this mean the sensor is broken or is it a control related issue?

Have you tried cleaning the IAC? You should be able to take out the IAC and clean the plunger and the housing it sits in. It maybe gummed up and stuck and that why your hearing it b/c it is trying to actuate. Check the wires that plug into it to make sure one is not grounding out, or is shorted to another power source. If that fails then I would replace it, and go from there.
