Default Help with some issues

I bought the car new, 05 wrx wagon, and if I remember right these things have not worked since new. I have no seat belt chime, not a real issue as I wear it all the time but I also do not have the lights flash when unlocking the doors with the key fob. Never really dawned on me but a friend came over with her wagon last week and I noticed the lights blinking when she unlocked. Looked in the manual and sure enough it's supposed to happen but there is no way of turning off or on.
Just wondering if these 2 things might be on the same fuse and I have a fuse problem.
Give me your thoughts.

My would say check for a bad fuse. And if that not the case. Their is some "how to's" floating around on how to disable the seat belt chime.

I dont want to disable the chime. In fact it has never worked since I bought the car. I really want the lights to flash when unlocking the doors with the fob as sometimes it is hard to hear the chirp.
