He said he was going to fail me due to the lack of reflector, but that I could just toss some magnetic reflectors on there and that would work. He was very cool about not wasting my time and giving me nice R sticker , but I was still surprised by this seeing as baking / painting the housings is one of the most common alterations us Peanut guys do.

Yeah Illinois didn't even look at my headlights! It does look so much better when it's all blacked!
