That article is a bit confusing so here is the oficial FIA release.

2002 FIA FORMULA ONE WORLD CHAMPIONSHIP
ENTRY LIST

A number of teams have requested that car numbers for the 2002 FIA Formula One World Championship should follow the World Championship order of the previous year (as was the case for the last few years) rather than the traditional system under which each team except that of the World Champion kept its number from year to year.


Accordingly, car numbers for 2002 will be as follows and not as set out in the provisional entry list issued on 3 December 2001.

I was under the impression that they were determined by the champion getting #1, his team mate regardless of placing #2, the second place in champ. driver getting #3, his team mate #4, etc. eliminating #13, and following down the list. The list above seems to follow that rule, I believe.

Nope, world champion driver gets #1, his team mate #2 and then the remaining #'s are asigned in constructor championship standings order.

Constructor championship points for 2001.

So that means no more 27 and 28 for Ferrari in non-championship years?!?!?!?
That's just wrong, what about the history of 27 and Gilles Villenuve? I know for years Ferrai had many other numbers, but since Gilles death, it just seemed like those numbers should remain Ferrari only. Kinda like Red 5 should only be allowed for a Mansell. Ok, Just rambling now....

It's been this way for years and makes more sense to the public at large than any other system. It also rewards teams for their efforts.

Sponsors also care less for the history and more for being a high number.
