does it come with heads, accessories?... all OEM parts? any issues such as bad piston rings?

yes. and I don't think I have problem with this motor. you're more than welcome to come over and check the motor out. it's still on my car and will be pulled out in a week

it doesn't come with turbo, or fmic. it comes with One Step Coled plugs, and rotated manifold.
