Subaru Stars Car won't start after engine replacement...

2005 WRX wagon, Cobb A/P, catless exhaust, otherwise stock engine setup.
I have gas, a good battery, it even wants to start by spraying a bit of starting fluid in.
I'm confident the problem is fuel supply.
Additionally, my AccessPort seems to be an issue too. I have the green ends under the dash hooked together, the white adapter plugged in, but when I turn the key from accesory to on, the accessport goes out (turns off.)
I'm stumped, but don't want to deal with my local dealer anymore after poor service in the recent past.

What would cause the A\P to turn off as soon as I hit the 'on' position of the ignition???

This seems like a wiring issue. Have you check the ground wires from the chassis to the engine block? It sounds like a short when you turn the key to the on position.

Thanks so much David, since posting this thread this morning, I did call your shop and (I don't recall who spoke to me) he did suggest the same, which sounds reasonable.
I'll look into that this evening. The engine cranks strong, and I can listen to my stereo, but I still might have a bad ground going to the ECU or fuel pump system somehow for sure.

Good news, it's running!
I did find a bad ground point and fixed it, and it runs quite well now, anyone looking to buy a nice car?!?!?
2005 WRX wagon $18k obo.
