Exclamation Unable to connect to Workgroup PC

OK, will keep this as simple as possible. 2 PC's, both XP SP2, workgroup name is the same. Can see PC I want to connect to when viewing networked PC's. Unable to connect- I double click and it asks for username/password. I tried just the account name, PC\account name, etc- no dice. I tried all accounts on the PC I want to connect to and got the same results. From the PC I want to connect to, I double click my PC, enter username/password and I'm in, no problem.

I can ping the PC and have checked my settings- simple file sharing is off on both PC's, I checked local policies and they look good and I am sitting here dumbfounded. I do have the following services turned off and it is all I can think of at this point:

Thanks for any assistance.

I was finally able to connect via IP; it asked for username and password and accepted it- but still cannot connect even by going to run \\PCname- still prompts for username and password and rejects it every time. I wonder why I cannot connect via FQDN, but yet I can ping by FQDN. Sounds like a DNS issue of some kind perhaps.
