Default stoc sti with boost 28 psi of boost?!!!!!

Hello,
some tuner told me STI 2005 2.0 litre can hold boost to 28 psi on the stock turbo and block!!omg!is he speaking anything possible?or is he an idiot?

I don't think any IHI turbo will be efficient at 28 psi. As for the block, I'm not sure if it can hold 28 psi.
