I cannot pass the OBDII here in az, don't know what to do any suggestions?

"etc., etc." doesn't really help. We need to know actual CEL codes. All of them. Catless TBE CEL should have been eliminated by the AP.

You probally wouldnt ever pass emissions with those mods.

Try to get to know somebody to pass you, I have people that just pass my car. Slip them 50 bucks or what ever you think is best fit.

with no cat youll never pass a sniff test. if you pass readiness with no CEL and they elect not to do a sniff test you should be ok.

what about if you have a hydra or somthing maybe a po box in a county that doesnt have emmissions like pinal ?

hydra or other stand alone ems have no diagnostic port so will fail due to the fact thy need to plug into the port to check readiness state.
IF you can reg register a car in another county at a PO box then you wont need an inspection.

What year/model of car? What did it fail? You really haven't given enough details for us to offer meaningful help...

Since you have a Cobb AP, I am assuming you have a working OBD-2 port and the car is newer than 1996. So the emissions place should just be doing the OBD-2 test and the visual test if they feel like it (seems to be hit/miss based on other posts here). OBD-2 isn't too hard to pass if everything is working correctly. Figure out what is throwing the Check Engine light and then we can help you fix it or "fix" it depending on the issue.

Last time I checked a P.O. box wasn't enough to register a car in another county, you needed something that showed you lived there like a utility bill with the address in the other county. This was a few years ago though.
