Default Is everything coming off drive side fuse box 12 volt?

I've connected an aftermarket DCCD controller that requires 12 volt and my multimeter isn't working. To provide the power, I went to Pep Boys and picked up this neat replacement fuse that comes with a power wire attached to it and I inserted it the radio fuse outlet on the drivers side. Am I safe to assume that it is a 12 volts?

The vehicle electrical system is 12V, so everything connected to it will be 12V.
