Im a complete noob about reflashing. What exactly does it do, and how do you do it?

You got the name of the forum almost right.
The short of it is, it flashes a new ECU map to your car which is theoretically "Tuned" for the modifications you have done to it. It is performed with a wand and some magic spells which I am not at liberty to talk about here. There is a secret forum for those of us "In the Know" who use these spells on our cars. It's kind of like a magician doesn't reveal his secrets sort of thing. Basically, it involves alot of reading, like in potions class, except there is no pre-pubescent Hermoine to get all hot and bothered by. Just a bunch of sweaty guys hanging around, sauna like talking about new spells and such. It's really a big sword fest alot of times, if you catch my drift. But it is forbidden to discuss methods with the inferior or half blood "Tuggles". The are called Tuggles because when they see a cable coming from below their steering wheel they immediately say "HEY!!!
