Sure. I don't see why it wouldn't. I ran a heat wrapped header without issue. IMHO, it's part of the header, just like you can have ceramic coated ones.

You can replace almost every part of the exhaust tubing system and still be STU legal. If what you replace it with is wrapped in header tape you're all good. That includes wrapping the OEM tubing. You just can't replace the turbo or even wrap it.
